General David Petraeus in testimony before Congress took his distance from the president's decision to reduce U.S. troops in Afghanistan (which, of course, the president had said he would do when committing to the "surge" in 2009).If confirmed as head of the CIA, Mr. Petraeus will be overseeing judgments on the outcome of his own strategy in Iraq and Afghanistan.
