New sexual-abuse audits

The third annual national audit results will be released tomorrow at noon (Eastern) on the USCCB Web site. Two other reports will be issued:
Also to be released as part of the Charter implementation report is the annual survey by the Center for Applied Research in the Apostolate (CARA), Georgetown University, with new data on allegations and costs related to the sex abuse crisis; and a Supplemental Data Analysis done by the John Jay College of Criminal Justice, New York, based on the data gathered for its study of the “Nature and Scope of the Sexual Abuse of Minors by Catholic Clergy 1950-2002,” released in 2004.
It will be interesting to see if the Chicago situation will be accounted for. Happy Lent.
The 2005 Annual Report on the Implementation of the Charter for the Protection of Children and Young People prepared by the National Review Board indicates that the Archdiocese of Chicago has been in compliance with the Charter. How can this be? The problem is that the Audit was just designed to measure whether each diocese had appropriate procedures in place. It did not inquire into whether the procedures were actually being followed. Cardinal George had a Diocesan Review Board to advise him. He just didn’t follow their advice.
It must have been disappointing in the extreme for the members of the Review Board to learn that the Vice President of the Bishops’ Conference had behaved in a way that seemed to make a mockery of the Charter and of their own efforts to assure that good procedures were indeed available. The National Review Board made a few sensible procedural recommendations at the end of their Report: there should be no more self-audits, there should be better training for those preparing the audits, and Diocesan Review Boards must not be dominated by Church employees. But in the face of Cardinal George’s handling of the McCormack case, a good deal more seems to be needed to make the Charter function effectively. According to the Associated Press, at yesterday’s press conference the Chair of the National Review Board, Patricia Ewers, spoke specifically of the Chicago experience as providing strong evidence that the bishops need to expand the scope of their audit and measure whether child protection programs are working.
To put it less politely, perhaps the Review Board needs to be empowered to conduct investigations effective enough to motivate even the most reluctant bishops to comply with the standards set out in their own charter. Of course it would be good to be able to rely on the bishops to act with the welfare of children and young people as their first priority. But that might be setting the bar a bit high. The letter from Bishop Skylstad introducing the Report stresses how much the bishops have suffered in dealing with this crisis, which seems really to be all about them. Well, it is, but not quite the way he supposes.
